Something that adds to the mystery is that the clear pouch doesn't Velcro shut (although in the pic it looks like it does, the flap is for securing the bag to the frame, and doesn't cover the pouch opening). Although my body will block the wind somewhat, I'm uncomfortable with the idea of that pouch facing forward into the wind.
I recently picked up a Satechi Pro RideMate Bike Mount that I hope will protect my phone while I use Google maps on the go. It claims to be large enough to hold a phone with whatever case it is in.

I've been using a Satechi Pro for a couple of years and it has worked well - the clear cover still allows you to use touchscreen on phone. You can take it in or out easily with a velcro closure.
