Evan and you gave me another thought. Get a bunch of these vial keychains or similar , fill them with his ashes, contact some local motorcycle clubs and ask them if they would hand them out to their members to put their bike key on. Heck, contact clubs all over the world, that way he can always be riding.
One of these on a keychain holds extra batteries and some medication for me. They are small and I probably use it weekly.

I don't see anything that specifically says you have to carry the actual permit on your person.
I'm in PA and our carry law also does not specify that you carry the actual license on your person. This way when I walk the dog or ride my bike I don't need my wallet. And just another tip: Take photos of your permit front and back and keep them on your phone.
