FWIW, I use a call screener. It's not perfect, and it doesn't keep them from shuffling the numbers around, but it blocks robocalls pretty nicely.

I came across two call blockers...

CPR Call Blocker, made in the UK. Has some issues outside the UK with caller ID, but there are workarounds in the manual. It's blacklist only.

Sentry Call Blocker. This has a whitelist first (asking the caller to press a certain button). You can then blacklist telemarketers who still get through.

Near as I can figure, Sentry doesn't let you manually add numbers to the whitelist until after a call has been received, which is a deal killer for me. I get automated calls from several sources that I must be able to receive whether I'm home or not.
