Its basically just Nintendo title DLC, but theres quite a bit on there; all sold directly from Nintendo.
They also sell Nintendo US eshop codes (no need for a physical card), but they recently updated it to where you may need a US VPN to buy them.
If you buy from the eShop, it'll be automatically added to your library, so it wouldn't be possible to give it away.
On the other hand, Amazon's US site sells a US code for the expansion. Perhaps a European code could also be bought from somewhere else.
