Sounds like he's a Rebel player, in which case grab him Rebel Aces. It's got a lot of bang for the buck, in both ships and upgrades.

And yes, they are only producing 2E content now. Only exception being the Saw's Renegade and Tie Reaper expansions (because those come with 2E content)

I don't know what country you live in or if Amazon ships to your location, but that's where I generally buy my stuff. There are 2 core sets (one with characters from the original trilogy and one with characters from The Force Awakens) and you can start with either of those.

Technically you can play with only the core set but I'd recommend a couple of the expansions as well. Be careful though it's a bit of a rabbit hole once you get started. There is way too much available for any sane person to handle. This game is tons of fun. Here are a couple of links to the initial expansions I'd recommend as well.
