You can get them for cheap at any Walmart or dollar store. Pull the cotton out. I feel like they’re a good size, cheap. Could be glued along side each other as an alternative to foam core. I’m wondering if someone with experience sees some potential here. (I’ve never made an insert or boxes like yours)
