The truth...he speaks it. If you live in the Northern Virginia area, I have a hard-drive toaster you can use.
I buy 2TB regular internal PC harddrives for about $70 when they're on sale. I have a Blackx Thermolake dock that lets me access the drives. I drop the drives into that dock once every week and copy all the photos onto the drives. Then one drive goes into my firebox, one goes into a book shelf on the other side of the house and (once a month) I bring one drive to my parents house so that if my house burns down, I still have copies.

Command to copy photos to the drive looks like:
xcopy D:\Photos\ E:\Photos\ /s/d/c/y
E: is the 2TB drive. /s does all subdirectories. /d Only moves new files
Look to replacing the tapes with a rotation of drives into a hot/swap USB3 external drive docking station like this ( https://www.amazon.com/Thermaltake-5-0Gbps-Docking-Station-ST0019U/dp/B003ZUXXVU ). Note: I just did a search for "USB3 docking station" and that was the top link - not recommending any particular vendor.
Buy one multi-TB drive per tape you currently use and just switch to offsite drives instead of offsite tapes. Use the same rotation schedule and combine with something like rsync for very quick backups. There are some github scripts that leverage that as well and are really quite good.
Would not recommend cloud backup. Backup is cheap - getting it off again is slow and expensive.
