I just wear fleece lined "compression pants" (which is apparently 'men speak' for what women call leggings) from amazon that are like $20... I think I have something like this:

I wear those over my bibs and it keeps the wind out down to quite low temps (below freezing it's not warm before riding, but fine once I'm riding and my body warms up).
There's a million brands of the same thing. They'll have the name brands like Under Armor or whatever at the local sporting goods store.
