You might have to spend a bit more money and buy the Wacom Accessory kit for the Bluetooth Receiver.

I'm not sure how to use all the Bluetooth pieces or which one you are missing, but there might be a reason it was at Goodwill too. If something was wrong with the tablet, it might have just been donated to get rid of it as junk in the first place.
Maybe see if there is an option for using a cord to connect? I know my Wacom tablet connects just fine using an old camera cord once the Wacom one wore out, but that is on an Intuos model, but if there is a chance you have a cord around and it has an option for a cord connection, you could try that.
