Specifically that is the 50th Anniversary set one made by Franklin Mint. Probably the nicest of the commercially available versions of this board.

Honestly, this is really just a display piece. People have come up with rules, but since it was originally designed just to look futuristic on tv ... it's not a great layout for actually playing chess.
