My hot end fan was ridiculously loud. When I looked for replacements, this is what I found:
The stock Ender 3 hot end fan produces about 8CFM (apologies, I can't find my source on this at the moment)
The TH3D 40mm fan advertises 6.7CFM
I replaced my hot end and case fans with these from Amazon (9CFM) and have currently have no complaints.
The motor is most likely burned. Those are pretty cheap so I would replace them directly.

And they can also replace the hotend fan if you are willing to do so (they are more silent and blow more air so you can even drop the speed but I don't think the default mainboard allow for that).
