I'd like to recommend a digital timer such as:

https://www.amazon.com/dp/B006LYHEEY/ref=cm_sw_r_sms_apa_-uJgzbZJTVQQE

That one has an internal battery that keeps the programing through power failures (I hope it's obvious why it can't turn on During a power failure), and keeps exelent time.

That kind of gadget frees you up for many of the other's suggestions.

Think about it, you could go low tech, and have a hot plate from a thrift store under a kettle - you could use a vac pot (heat the water in the lower pot on the timer, put the top on when you get downstairs. (Ask me how I know)

So I Hope that opens up some thinking for the folks looking over our shoulders.

I bought two of these light panels, and founds that they were a tiny bit too large to fit under my cabinets. I dissembled the frame and found the LEDs were simply mounted to a thin piece of sheet metal. It was easy to trim the sheet metal down by about 1/4" with tin snips to fit. They're plugged into a timer that's set to 12 on 12 off.

I have a small heater for my 1 gal "hospital" tank http://www.amazon.com/gp/product/B00J3WA1J6?keywords=aquarium%20heater&qid=1449639922&ref_=sr_1_12&refinements=p_n_feature_keywords_two_browse-bin%3A7043857011&s=pet-supplies&sr=1-12
That heater is an all on or all off heater. What I did is hooked it up to a timer, that turns it on in 3 hour intervals 3X a day. The timer I purchased: http://www.amazon.com/gp/product/B006LYHEEY?psc=1&redirect=true&ref_=oh_aui_detailpage_o02_s00
I've been using these things for a week together and so far so good, however it's not a lot of time for things to go wrong.

As for transport, do you still have the old plastic cup he came in? That would probably be the best way to transport him. Anything that minimizes sloshing.

If you can't find an actual alarm clock like that, have you looked into a 7-day programmable outlet timer, that you could maybe plug a radio (or mp3 player+speaker) into? I use them to make lamps into light "alarms" for my bedroom. It's really, really customizable - I have different on/off times for Mon-Fri AM, Fri-Sat PM, Sun-Thurs PM, and Sat-Sun AM, and could do a lot more if I wanted. There is an internal battery backup in case of power outage too, but I haven't tested that capability yet. Here's what I have, not sure of its BIFL status but just as an example (Amazon listing link) Woods 50008 Indoor 7-Day Digital Outlet Timer, Programmable (20 On/Off Settings), White https://www.amazon.com/dp/B006LYHEEY/ref=cm_sw_r_awd_hM9Owb3FPC2X1
