There is a pretty good example of a tile based map editor in a book I recently reviewed. Not sure if you wanted to spend money on something but here is a link to the book on Amazon anyway:

There is also a C# version of the book.
As others have stated, don't worry to much about what to start with, just start.
I will recommend XNA though. I've been going through this book and it has been a lot of fun learning. I just started this about 2 weeks ago but like you I wasn't sure where to start and decided on XNA after some research. Happy I did.
XNA opens up the possibility of developing for windows, windows phone, and Xbox indie market place as well.
