That is a Japanese import. No dub. The dub will be by Funimation.
You can play Japanese Blu-Rays on a NA Blu-Ray player (including a PS4). We're both Region A. But you will need a 4K player for 4K discs.
It's sadly not the norm especially for live action movies. I ordered from Amazon Japan. I searched around on the US Amazon and it looks like they are going to start carrying it as an import on August 4th if the listing is right.
