I got the Basque/caveman angle from a novel by Trevanian, Shibumi.

In the book it is an insult from one character to another that the Basque are the last remains of the Neanderthal race.

The protagonist is a freelance assassin of aristocratic descent.

Read the reviews, Many refer to this as a masterpiece and I tend to agree.

The closest thing I can think of is Xenoform by Mike Berry. The city doesn't exactly handle a quarantine though; this is more of a Lovecraftian horror altering people. The book is centered around some cyberpunks who kidnap people to steal their orgrans but notice something odd in their recent victims. I say this is more "Lovecraftian" because the disease isn't exactly... contained.

Oh, actually, there's also Necrotech and its sequel Nanoshock by K C Alexander. In that series, if you get too many body mods your body will "go necro" and basically become a zombie. The main plot is with the main character trying to recover a gap in her memory but she does get involved in a couple zombie outbreaks that the corporations are trying to keep quiet. I'm sure in the end (if there's a third book) the gap in her memory and the zombie outbreaks will be related, but so far the zombie outbreaks are more of a subplot. Fair warning though: this is a vulgar book. The main character regularly uses adjectives like "fucking" and "cunting" to describe people and objects (something like "that fucking bodyguard and his cunting shotgun"). It isn't overly gory or violent or graphic in its action, the main character just uses lots of vulgar language and the novel is written from first-person perspective.

Shibumi was written as a send up of the Bond genre. The author,'Trevanian' was much, much better than all of his peers thus this work is unforgettable.

I’m totally gonna self promote, shamelessly, but my book The Regulators is a fast paced thriller about an underground vigilante group fighting government corruption. It takes a lot of inspiration from things like the Bourne movies, and 24. I’ve really strived to bring that sort of pace to the book.

But then I came across this Amazon listing by Wayne Stinnett up for pre-order, and he has both the ebook and the print book up on pre-order. Is this just a special thing Amazon will do for larger authors or is there something we're missing?

Much of Trevanian's novel Shibumi is set in the Basque country of Spain. One of my favorite spy thrillers.

Sleeping Giants was amazing. Its about these women scientists (They just happen to be women) that are racing around the world to assemble an alien artifact. Each chapter kind of ends on a mini cliffhanger and I could not put it down.
