The best advice I can offer is get some Fence Weave or Chain Link Fence Slats. When we bought our house it came with them and they are the best thing since sliced bread. My dogs don't bark as much now (because everything that passes by is barkable, I guess) and I get plenty of privacy from nosey eyes. We have white, but this is basicly it. Can be picked up at any hardware store.

I put this or 2 foot tall chicken wire around my gardens and it keeps all the rabbits out. I also have timber borders dug into the ground that its attached to so they can't get under it.

Edit - 2 ft, not 3 ft.

A friend of mine had something like this at her wedding and it was DIY. She said the quotes she was getting from the decor rental companies were outrageous. So the groom's dad made it for them. I don't know what his process was or how much it cost but the frame was made of wood, so some carpentry skills would be involved. It was covered in faux boxwood greenery, so something like this.

If I were planning this, I might try to get some wood pallets for free/cheap. Attach them together to make a wall. Then make some sort of base so it can stand on its own. Then attach the faux greenery and decorate it!

If you have a small garden or enough money, you could buy prickle strips for the top of the fences.

IANAL but from what I just looked up. For booby trapping your home (Random nails hidden on the back side of your fence then filed down to cause harm will most likely qualify) can get you 2 to 5 years in a state prison.

You would be better off finding a decorative alternative or something like the amazon link below.

What I ended up doing because they really liked it out there was getting some reed siding, something like this, and using that to line the inside of the balcony railing so that they couldn't jump off. It looked nice enough, and they were able to be out on the balcony safely.

It looks like a minature picket fence edging (like this, cut in half) - no idea what it might mean, though

Use spikes.

They sell cat repellers for fences (you could also just use a plastic office chair mat upside down); that's what we used to do for our cat who liked to get on the roof. We kept her on a leash because she liked to walk in front of cars to stop them for pets and we lived on a busy road, and when she got bored she'd hop.the fence and onto the roof. We nailed it upside down on the fence never had a problem again. It doesn't hurt them but it's uncomfortable to the paws and they don't like it (neither do smaller dogs) it's a humane way to deter that's not too expensive. Maybe the neighbor would.be willing to work with you or reimburse you for something like this. https://www.amazon.com/dp/B003ZYYV26/ref=asc_df_B003ZYYV265405453/?tag=hyprod-20&creative=395033&creativeASIN=B003ZYYV26&linkCode=df0&hvadid=222262841422&hvpos=1o2&hvnetw=g&hvrand=15142874249999668752&hvpone=&hvptwo=&hvqmt=&hvdev=m&hvdvcmdl=&hvlocint=&hvlocphy=9016822&hvtargid=aud-417278613774:pla-393557994465

Sigh. Pools don't kill dozens of people at once. You can't kill me with a pool. Only I can kill me with a pool. Why aren't there devices out there to make pools safer, like a fence? Oh wait, there are.

Why doesn't the government do anything about pool safety? Oh wait, they did make it the law.

Police officers don't approach suspects with an itchy trigger finger out of fear that they own a pool. They approach them with an itchy trigger finger out of fear they own a gun. The outrage is not just about guns themselves, but the mental gymnastics gun owners will go through to prevent anything from being done at all.
