So there are two options here. 1. It could be behavioral and you will probably never be able to fix it. Plus side:reusable belly bands or 2. It is a potty training issue which can be fixed with time and patience. Just like a puppy he is not allowed out of your sight, always on a leash attached to you so that if he looks like he might start to pee you can rush him outside or if you can't actively watch him (going to the store, work etc.) he is in a crate. When he marks outside he gets a reward but if you slip up and allow him to go inside, clean it up(with enzymatic cleaner like nature's miracle) and move on. Hope this helps

I'll just throw out the option of belly bands for the unhousetrained chihuahuas. Also known as "male wraps", they can be found at Petsmart/petco/Amazon. They come in washable and disposable varieties, around $10-20 bucks. Total lifesaver to save your furniture and carpets. You can line them with pads or panty liners, or the overpriced dog versions of those.

> I don't think he honestly even knows when he's peeing since he will just be walking along and doing it like he doesn't realize.

That screams neurological issue to me. I remember you said the vet checked him out for bladder/kidney/urethra issues, but has he had a neuro check? Because this sentence has me wondering about a possible spinal cord injury.

> Getting desperate and certainly don't want him to be an outside dog or rehome him, as he's perfect in every other way for our family, kids and other pets.

You need a belly band! Lots of options on Amazon. I use this one, with these pads.

These should help!

You could put them in as a requisition for your boss :P

You can buy disposable bed liners, or the ones for pet house training might be cheaper or easier to buy.

Only puppy pants available alas!

For aggressive chewers, this GoDog Furballz will last a long time. My lab can't find the seams on it so he hasn't ripped it to shreds. It's also too large for him to stuff it in to his storage site - under our couch.

Also for dogs recovering from surgery, I cannot praise the SurgiSnuggly shirt enough. It's an alternative to the e-collar and because of its anti-anxiety effect basically had my energetic beast nap all day and night after his neuter surgery.

They do make doggy diapers. They make full diapers (cover all around with a tail hole) for females and belly wraps for males. If you get a full diaper, it should catch his poop. Maybe get one in advance and try it out. They make both disposable and reusable. (Example: https://www.amazon.com/SnuggEase-Washable-Dog-Diaper-XX-Large/dp/B001VMUV0U)

We got these for our 17 year old (http://www.amazon.com/Simple-Solution-Washable-Diaper-Cover-Ups/dp/B00331B22I/) and we just put ladies pads in them (48 ct for $3).

I guess I don't really have a link, I made mine myself. Its literally just a fabric band with velcro on either end. You put a pad inside and wrap it around their waist.

This appears to be roughly the same as the one I made.

Unsurprisingly, when I googled "dog belly band" a large majority of the photos feature a chihuahua in them :P
