It's a variant of a curb bit. But not one I've ever seen before.

Here's a (relatively) standard curb bit: https://www.amazon.com/dp/B007T7GXKI/ref=cm_sw_r_cp_apa_i_p0j2Db24RCE8P

I found several like this: https://www.rainbowsendtack.com/product%20images/western%20correction%20bits/BW466.JPG

Where the bottom portion is connected in some way but none with the "arch" style, and definitely not any with chains connected like that

As someone who likes chewing on stuff myself maybe get her a chew toy. To get her more used to acting like a cow maybe set up like a small track for a toy car, and have her continually push it back and forth with her muzzle. Or some other similar activity to get her into the habit of interacting with things like a cow, mostly by pushing at it with her muzzle.

Have you been working with bit gags for her? like a cow would have something like this so maybe having a bit gag for her when walking her around would be nice? Or for the car rides you talked about. Animals are usually leached somewhere inside the vehicle for transport so they don't move around too much, so that could be a good option for that. I have some fun ideas for the car ride, like maybe having her wear a spreader bar in the car to enhance her feeling of being on public display without actually revealing anything to anyone looking in.

Though for all the car related stuff safety is of course a thing to consider, so a potential leach or spreader bar should be more symbolic than practical, something easily breakable if needed. She seems like a nice docile cow so I don't think she would try to break out anyway. :)

I put one of my horses on a Little S hackamore after I'd tried all but the harsh bits (I didn't want to make his mouth worse if he'd work with the hack). His previous owner was very heavy-handed, and he's quite hard-mouthed. Right before I got him, he was running in this, which had been modified to have a thinner twisted mouth piece (like the "tiny twist" Reinsman bits). He runs in the Little S fine (very hot TB), so maybe that might be worth a try. A hackamore has more control than a bitless, so it might work better for a greenie. From what I've seen working with them, Little S and English hackamores are pretty easy on the horses; another of my mares is in a traditional Western mechanical hack, and those have to be used a little more carefully.

EDIT: here's the Little S I bought. I got the cheapo version because I can't afford to spend big bucks on testing something out. Right now it has a sports tape wrap over the waxed rope nose, which works fine. I'm looking at getting this for him when I get a little extra money to splurge. I don't think the curb chain is necessary, so I replaced it with a flat leather curb strap. Before I switched my mare over to a bit, she ran in a standard fleece-lined English hack. Hackamores aren't for all horses, but they're worth a try on one who's got a bad mouth.
