I would recommend this one so the rod can't slip when driving.
This is the one I got. The one on top has no foam, despite what the picture looks like. The rod end with the reel can sometimes slip out if I take corners too fast with my car.
How much do you want to spend?
Does he have a depth finder or sonar? These are on the lower end price wise for marcums.

Part of a two-part fishing rod rack. The butt end goes into that, and there should be a second part with grips that you push the rod into.
Usually it is mounted horizontal so the rods sit in them vertically.

I bought a single rod holder for now, I usually take two rods so it does its job but I'll end up making a GoPro and multi rod holder out of pvc eventually. You can find a bunch of YouTube videos on how to make them fairly cheap too. Here's a link to the single rod holder I have.

A little bit of DIY, but it works great, and less than half the price you wanted to spend.
This would look pretty clean. I'd go with this but also add in a square/stepped picture rail molding on the bottom 1/3 of the pine board. This will allow you to hang pictures and paintings without having to drill/nail into the wail. Plus you can move/adjust at will. Have these in my place and can't imagine not having them.
I use basic molding hooks with 90lb nylon-coated stainless steel leader wire attached via aluminum crimp sleeves. Thread the wire through a spring loaded picture hanging hook that attaches to a painting via a single or double screw D rink or its hanging wires. Once you have the right materials, it is easy to put up a picture and painting. Plus you can effortlessly and endlessly move laterally and vertically.
Here's a diagram of various hanging options. Prefer A for smaller paintings and B for larger ones as I like the clean lines.
Just got it from the shipping company today. It’s the Vibe Sea Ghost 110. Looking for ideas for any accessories y’all may recommend. I have a few rod holders in my cart on (amazon)[https://www.amazon.com/dp/B004O0DR48/ref=cm_sw_r_cp_api_XbdTAb7KKQBZZ] but I can’t seem to find a cellphone mount that fits in the gear type holes. (Need one because I am trying the iBobber fish finder, also because tunes). I am also gonna find a milk crate and zip tie a few rod holders to it as well.
Any other ideas? Thoughts? Suggestions?
you can try an inexpensive fishing rod holder.
I bought two cheap 2 rod rod holders of Amazon, and I zip tied them at an angle to my crate. Works pretty good.

You can buy stick on Scotty or Railblaza mounts which can be glued to PVC boats. Then just add the cup holder accessory.

Personally, I spool it until it's almost full, by leaving about 1/8 - 1/4 inch of the spool exposed.
For a free sliding seat, check out what this guy put together for his home rowing machine. Basically some fixed casters and a frame.
If you're just trying to make it statically adjustable like in the examples, I would mirror their hole and pin setup.
For the oar connection, maybe just drill right into frame and mount some of these cheap guys
