I got you. This happened to me after a late night intoxicated shower/self tan application. It looked amazing on my legs but streaked all over my hands. I forgot to wash it off before going to bed. I looked like a tie dye cheetah.
Mix 1:1 ratio of baking soda + dish soap and stir into a paste.
Scrub the paste into the skin with a loofah/nail brush. Mine looked like this one but any friction will do:

The really stubborn streaks took a little extra scrubbing but I completely removed the Loving Tan extra dark from my hands after an overnight set.
I read that too, but I wonder if it's specifically for really curved nails? I've never had a problem with chipping from clipping. I also read that you should file only in one direction, not back-and-forth. Hope that helps too!
Nail brushes look like this! My mom always had one at the sink when I was a kid. Sometimes I also just hold my fingertips up to the showerhead when I'm in the shower; sometimes the water pressure is enough to clean them out.
Thank you! I linked them below. For the flowers, I used a small flat brush and dipped it in multiple colors to create dimension. I sort of used it on it’s side in a sweeping motion. It doesn’t apply much product which is nice to keep it smooth and flat. Some flowers I did have to do a few coats. For the leaves and other small details, I used the tiny detailed brush that came with the mission control gels. It’s so small, like only 5 bristles or so.

If you have acrylic paints and want to do detailed stuff you should totally sub it for polish this will save some money and time. I love using acrylic paints over designs if you mess up you can always wipe it away. So I think I'd definitely invest in some nail art brushes if you plan on doing this a lot, it will make you're life so much easier. You can go for a nice brand of brushes like this or just get some cheaper ones to start out and see how you like it.
I also use drugstore polish and stuff you can get at Sally's Beauty Supply Store on sale because they often do red tag deals where red tagged items are marked down extra.
Most of my collection is made up of Sinful Colors (walgreens/CVS 2$ a bottle sometimes they have a two for one sale) China Glaze (I wait for it to be on sale but they're about 6.99 regular price so you can often find bottles marked down about 3 dollars or so) Finger Paints (Same as China Glaze these are about 4.99 regular price though so I do sometimes just snag them if I like the color) And any other cheaper drugstore brand like Wetn'Wild, Sally Hansen (sometimes both of these brands will be marked down at CVS/Walgreens for like 50 cents a bottle). All of these brands I've mentioned I've managed to have last me at least a week of wear but I also use a nice base coat and this top coat.
If you want to go all out and do gradients and things like that I recommend getting some Make up sponges and some pointed q-tips. A silicone mat is fun but not essential, however, now that I have one I find myself using it all the time. I have this one and it was worth it.

Regarding the smell on your hands... get a scrub brush.
I use these because they have the nail brush on the top. I've used others but they all work, these ones are just meant for hands so the bristles aren't too stiff. I scrub my hands and forearms up to my elbows in the shower. Never deal with that smell or grimy feeling again.
Seche Vite is one of the best quick dry top coats, and I saw it at Target the other day. Otherwise, it is sold online. You can buy cheap dotting tools on amazon that come with nail art brushes- I use the brushes for clean up because I can’t freehand to save my life. I think that’s a good starter pack for your mani

A pretty decent brush kit is definitely necessary to do a lot of art. I have this one and I really like it. You will also need some dotting tools that will help you create perfect dots. Some striping tape is really handy too. You might also want a stamping kit. Konad has a great one and you can buy it on Amazon.

These kits are pretty good as they have a variety of brushes of different sizes aswell as dotting tools, but i think these ones are better for detail and are better quality.
I would recommend getting a good topcoat and basecoat, it'll make a big difference using a good topcoat. My personal favourite is HK Girl by Glisten and Glow. This stuff is the best, it will literally make any manicure look good lol. As far as basecoats go I use Orly Bonder and if im using glitter then I'll use Opi peel off basecoat.
Also a flat eyeliner brush is great for cleaning up around the edges of the nails, and make sure she uses 100% acetone (not nail polish remover) to do this.
Acrylic paint is great for painting on details as it's a lot easier to work with and any mistakes can be easily fixed.
Nail vinyls are also really fun and a lot easier than frehanding designs, there's tons of websites to get them from like:

A nail brush will help with that. The bristles are nice and soft so they won’t damage your nails.

This is a good guide! I find that leaving a small gap between my polish and my cuticle area looks much better than accidentally getting polish all over my cuticles from trying to paint too closely.
Also, if you do get any polish on your skin, you can immediately take a nail brush dipped in acetone and clean up the polish. It's easier while it's still wet in my opinion. (Though, when you're completely done painting, you can also go back and touch up anything you've missed!)
A quick drying top coat is also a must! Seche Vite makes a good one, as well as Superchic Lacquer. EDIT: These particular top coats are formulated to go over nail polish that is still wet, so it's a big plus that you don't have to wait for your color to dry before adding your top coat. As soon as you finish painting color on your last nail, you can go back to your first nail and start applying top coat until you get to your last nail again (if that makes sense).
Lastly, practice practice practice! :)

What material are the hoops made out of? If metal, I wouldn't wash them in the hoop, but you might not get them back in after. After washing, you'd probably be best to re-display in a frame.
Are the hoops hot glued together at all? I've had to fix projects that I'd already mounted and glued a backing onto the hoop, so I just cut the felt back off, fixed, and reglued another backing. Couldn't even tell.
Is there a backing on the projects, or is the back open? Backings can be replaced usually.
How much mold and dirt is there?
If the mold and dirty spots are small, then I would say you should be fine to clean them. Get a dish of warm water, some gentle soap (I just use Dawn* dish soap), and a small, soft-bristled fingernail brush. Put a little bit of soap in the dish of water, dip the brush in, and then gently brush at the dirty spots. Brush with the bristles at an angle, not straight up and down. When the spots look like they're gone, get a dish of clean water and repeat the process in order to rinse. I would hesitate to run the project under the tap to rinse.
Let it sit to dry. Once it's dry, if the fabric came a little loose at all, you could try to tighten it up by using tweezers (or fingers) to pull on the edges of the fabric that pokes out the back of the frame between the hoop circles. If there's a backing glued on, I'd try to take it off if it could be done without ruining the project, adjust the fabric, and then glue a new backing onto it.
This is all assuming the spots are small, if your project is quite covered, then it might be best to take it out of the hoop entirely, if possible, wash it, and then put it in a frame for display again. You could even do a round frame with a round matte, to work with the shape of the fabric.

A really good base coat is Orly Bonder, it's highly recommended. As for top coats, a nice fast dry is seche. the key to this one is to apply while the polish is still tacky (slightly wet) and to wrap your tips, this kind of shows how. if your nails are short, heres a trick to help wrap the tips

I've found that the polishes that come in those kits are usually crap, I never bother with them anymore. You can use acrylics like someone already mentioned, although I honestly usually just use normal nail polish, since I've got so much of it already. If you wanted to stick to the nail polish realm, you could also look into special stamping polishes--they are much more pigmented and generally don't have to be "built up" like a lot of nail polish does; I use a small brush and my white konad stamping polish 100% of the time when I do any white nail art detailing.
For brushes, I bought a set like this and have found they work perfectly well for my needs. The dotting tools can be really handy. Just be sure to clean the brushes with pure acetone, NOT regular nail polish remover, because it won't work!
The Canadian site doesn't have a lot of things that are cheap, especially with shipping. However, this awesome nail art set comes to 4.62 with shipping so that's not bad.

This probably isn't helpful because I do my own thing, but this is the set I use. I alternate depending on how shitty the polish is to remove (creme versus glitter). Some call of the third to smallest brush and some call for the bigger. They're slightly more round than square! Anyways. They're good. I like them. Give them a try if you haven't yet.

To clean under your nails, you need the nail brush that has the sideways row of extra stiff bristles, like this one for instance: https://www.amazon.com/dp/B000JLFFGE/ If it doesn't have that, it's only good for cleaning the nail surface and cuticles/nailbed. For some reason it can be hard to find the type I linked in stores.

Here's some suggestions of the things you asked for.
First, a shelf to put her polish and supplies on. I have this one from Amazon which I like a lot.
Some of my favorite brands of polish: Zoya, OPI, Sinful Colors, Essie.
I know several people get on Etsy and buy Indie polishes (polishes from independent businesses and manufacturers). I don't have any experience with those, but there's some great ones from what I've seen here.
If she enjoys nail art, a set of Nail Art Brushes and dotting tools would be a nice addition. Make sure in that group is a small, angled brush to do clean ups around the nail and cuticle. VERY important for a clean look.
A base coat and top coat is also important. Look for a quick drying top coat. I recommend Seche Vite. Just be sure to tell her to read the instructions/tips for using it. It's a bit different in some ways. :)
Also, some cuticle cream with moisturizers, cotton balls or pads, Q-Tips, and Acetone polish remover are also some things she'll need.
That should be a nice beginners basket for her. I'm sure you'll get other suggestions as well.
Nickel is harder than brass, so unless the plating is already damaged a brass bristle brush won't hurt it. I have used one on dozens of vintage razors so far and it hasn't hurt the plating yet. Just don't use it on a gold-tone razor as it will scratch the gold off.
To be clear, I am talking about a brush like this, not a grill cleaning brush or something.
If you are really worried, you could get a nylon nail brush, which will also work but won't work as well.
