I AM IN YOUR SITUATION! Just got on this board three days ago. Spent $200 over the past three days and I've drastically improved my wardrobe.
1. Go through the right hand guides of knowing what fits you and what not. If you're an athletic type, go to /r/malefashionadvice there is a post on athletic builds if you fit that description. The most important thing is understanding what fits. I bought a medium out of shame of rather not buying a small convincing myself that the somewhat baggy look was better. I went back to smalls and I realized how much better I looked.
2. Shoes! Get yourself a pair of from what a newbie understands as "classy" shoes. You're in college so you're surrounded by meat heads, swag vags, and sweatpants wearing ants, and the occassional look at me I wear crazy shit. Most of the time, they're wearing Nikes, Addidas, Underarmor, and other shit that you probably have. You'll get the occassional mocassin and boots, but what'll make you really stand out in terms of fashion is your shoes. This is good. MFA is (in my opinion off a brief 3 day lurking): classy, mature, timeless, and just overall attractive male attire.
So! The investment I made were Brown Suede Clarks for $70 @ Journeys in NYC Best investment so far. I've never owned anything so nice yet casual as these shoes. They're extremely comfortable.
For $21 you can get Seude Oxfords at JC Penny. Another cheap and truly great shoe. Just looks plain good with anything. I got mine for $15 because I was very patient and nice to the saleswoman (mid 50s); she gave me a wink and said I'll take some off for ya.
3. Pants I would go again with the suggestion of jeans. 511 - Skinny, 514 - Slim Straight. These are Levi's obviously. I've owned Arizona, Lee, and Wrangler; Levi's are just unbeatable. For $40 and sometimes $30 you can get a pair. I would get one pair of Levi's. Make sure it's a pair you definitely would love.
One pair of Khakis. If you're in New York City, get over to Uniqlo and get yourself a pair of $30 really good quality chinos (khakis). They can be tailored in the store so don't be afraid if you see 33x36 pants or 30x34 pants. They can be cut for free. Otherwise stop by Amazon to get D1 Slims or Alphas.
GAP has a sale going on for 40% off or 30% without a coupon. They have a limited selection of pretty good quality khakis that are fitting and are decent when it comes to price ($40-$50).
4. Tops Old Navy. It was up there that their premium t-shirts are on sale for Buy One Get One Free. They're pretty good quality for $6 bucks a pop ($12 for one, so you get 2 for essentailly $6). I grabbed some myself. Theres a coupon for 10% online somewhere. I used it. However, Old Navy fits may not be so kind on you as they are with me. As their sizes scale, it scales wider; it does not scale with benevolence longer.
Graphic Tees are alright in college. Again plain simple colors/patterns will distinguish you from the highschool attire that even these 2nd semester freshies will be wearing.
For your budget, I would take your time shopping the clearance racks of most department stores. I went to JCPenny the other day and found a slim fitting GREAT purple J. Ferrar shirt for $7. For the way it fits and the decent quality, this button down shirt was an absolute steal. I also bought 2 $12 dollar button downs from Macys that happened to fit me perfectly. Again it's on where you're looking.
Polos Polos are easy to come by. Old Navy has em as do most stores. Whether you like them with a logo or plain, even Ralph Lauren Polos can be spotted on the cheap. Do you barging.
5. Outerwear Cardingans are on clearance in the Old Navy rack for $6-12. I picked up one. I picked up a great fitting hoodie from there as well for $7. Fits me perfect and shows off my muscles /flex.
If you've heard of a store called Against All Odds, they have a good selection of outwear (more swagster area and ghetto-fab), but it's better especially for the athletic fit. They have some sales and the quality isn't atrocious. You can check that out.

Hopefully that'll set you up. If you're not iffy on spending that much on Clarks, then there is more in your budget for other things like pants or underwear.

These Dockers Alpha fit me perfectly, but most colors are discontinued in my size. What would be a comparable fit?
Perhaps I'm over complicating things. Would these be comparable? or would these D1s be more similar?

JCPenney also sells Dockers D1's for $37 now with their new pricing scheme, although their colors are somewhat limited. Also, Amazon has them for around $35-40 with all the same colors available as Khol's.

Dockers Men's Alpha Khaki Slim Tapered Flat Front Pant
The Signature Khaki is probably too formal to replace jeans. It's fairly shiny, and has a permanent crease. The Alpha or Modern Khaki are probably what you're looking for. Note that, in many sizes and colors, the Alpha is $40 on Amazon, so unless you're looking for a particular size/color combination, the Alpha isn't a spectacular deal even with the 30% off.
The Modern Khaki often (usually, even) runs $40 at Kohl's and JCPenney, and you can add a % off coupon there. This is a great way to bring the less formal chinos down to ~$28. Most people feel that the Modern Khaki and Alphas fit similarly, with a similar taper. The Alphas may have a slightly slimmer fit.
This is what I did. JCP will give you a 20% off coupon for creating an online account. Kohl's is similarly easy to find coupons for. The Modern Khaki line was $40 online at JCP until yesterday. It goes on sale often, and the in-store price is usually $40 too.
Additionally, you can get 7% cash back with a Chase Rewards card at JCP, and $10 back on $100 (in a given month) if you link that card to your JCP credit account.

Dockers Alpha Khakis have a pretty good selection of colors, they're in your price range, and they fit really well. There's other fits and fabrics to choose from as well.
My goal was to capture the Techwear aesthetic as cheaply & “amazon-able” as possible. I see so many posts on /r/techwear and /r/techwearclothing asking how to put together a cheap techwear outfit. They're buckskin, which is a really versatile fall color, in my opinion.
On the issue of fit, bodies are different and there's no universally good-fitting shirt. Mainline LE fits some people better than LEC, for example - and there's no guarantee that the Gant Rugger shirt fits without tailoring either.
White, stone, or khaki.

what exactly do you mean? you mean youd rather have front pockets that are rounded rather than just an entrance at the seam so that you can actually get into the pocket while sitting?

Levis has a great selection of jeans and chinos in tons of fits. I'd try the MFA favorite 511s first then go up or down from there depending on how slim you want them. Levis usually go for about $40-60. If you're on a budget I'd suggest trying American Eagle, they have a smaller selection of colors and fits than Levis but most of the stuff is pretty slim anyways. I got a pair of skinny chinos from AE factory for $15 a few weeks ago and they're pretty nice. Not great quality, but for $15 I can't complain. Gap also is another place you might want to check out. I have 2 pairs from there: a white pair of authentic skinny jeans and a tan slim fit. The authentic skinny (I think the fit was discontinued... can't seem to find it anymore) fit pretty tight but had a saggy crouch and the slim was pretty boxy and baggy, but they're worth a shot and not too expensive ($50-80) also they sell selvedge and raw denim not sure on quality of those but the regular jeans/chinos were pretty nice. Last brand that you might wanna check out that is mentioned on MFA a bunch is Dockers Alpha Khaki. Tons of colors but not sure on fit/quality as they only sell 34 inseam and I'm a 36.

Does Amazon's picture their british khaki chinos accurately represent the actual color of the pants? I saw in another thread yesterday, can't find it again, that shows it being a lot darker and then I found another saying it's just as light as the picture. I'm trying to find a more saturated color to wear this fall/winter.
