A quick amazon search reveals a dual screen car dvd player for 66 dollars and maybe she can stop eating avocado toast everyday but that's still only going to put a dent in american hospital bills. This one was only 1200 dollars but she didn't know that going in, my assumption if I ever had to go to the hospital without insurance is it's going to be at least 20,000 dollars and take me years to pay off.
Sony has 8" portable dvd players (amazon) with 800x480 resolution screens. That's higher resolution that my PDA a number of years ago, and actually the same resolution as my N800 hand held. I can't see a reason they wouldn't be readable.
Make sure to get one that has decent volume through speakers. Toddlers don't like to have headphones on or at least they like to take them off and don't how to put them back on. Just went on a super long trip with a 2 and 3yr old. Got ours from amazon for $99.

This is the one without the DVD player. My goal was to use this one to learn how to do a few small things: connect the power, audio, and video into this so I could have a little miniature entertainment center. It already has the speakers and screen built in, and there is a ton of empty space inside.
My next step was going to be to try and use the DVD player side. Remove the DVD player so I can put in a pi 3. Then from there, learn how to connect the buttons to the existing case buttons, etc.
I was going to start there, but for the life of me I can't open that one up. I tried for about 3 hours last night.
I figured it's going to take a long time for me to learn everything I need, but I don't learn if I just follow specific guides... I need to create a problem then find the solution, otherwise I won't learn anything.

There's really no good way to link a DVD player to a tablet. Either go with a portable player with a built in display, or rip your DVDs to digital files.
The second option is better - both because portable DVD players are kinda janky and fragile (especially in the hands of a small child), and because physical media died several years ago.
As for the tablet, an amazon fire kids edition is the best choice. They're practically giving them away today because it's prime day, but even at full price they're still the cheapest durable tablet specifically designed for kids. My nieces are absolute monsters and they haven't managed to break the ones they've had for a couple years.
If you've ripped your movies to MP4, just buy a cheap microSD card and load up all the files onto the card. The tablet will be able to play them just fine.

What, is this for a SCIF? You could build one to the requested specs using a raspberry pi without much difficulty, though I don't know if that'll fly. Alternatively, use a combo DVD/microSD/TV like this.

depends on where you are (how close you are to the local stations). I have a handheld tv that is very decent that picks up decent signals. But there are a lot out there that are absolute shit.
Note: I bought my first one from radio shack (it was under a different brand name but was the exact same thing as the RCA) for $80. I liked it so much I bought an extra one for about $40 (the RCA one) when they were discontinued. I mounted it in my vehicle (I only watch it when parked).
I'd just love to have a TV-cellphone combo I could bust out to watch tv when bored. Seems like they do amazing stuff with cellphones, but handheld tvs are left in the past when it comes to technology.
