I’ve so been there. I find taping my hoop really only beneficial for protecting the fabric if it’s delicate. Buy one/some of these in what ever size you need... the links are for various sizes, but the brands are good.

You could look for a frame designed for hand quilting, those are probably about the right size. Like this one or this one.
