Green biscuit is definetly one of the better stick handling tools around, but other tools that I find help are the Swedish Stickhandling ball, or just a regular golf ball. This helps your stickhandling in a way i can't explain both are also very inexpensive. Another thing you should ALWAYS be doing is wearing your gloves when you stick handle. There's no point in stick handling with no gloves off the ice and then playing with gloves on the ice.

Also making sure your bottom hand is loose on the stick is important as well. How to hockey points this out in a few videos.

On smooth pavement, like a proper playground or my garage, I use either a Franklin SlideComp Puck or an actuall roller hockey puck, both are acceptable for practice.
