I’m so sorry that happened to you, that must have been really scary! As a supplement to the pepper spray you could get a “personal alarm”. I got them for my teenage nieces. They don’t look weird and can hang off the side of your purse or backpack. When you press it it makes a really loud noise, giving you time to retrieve your pepper spray. If you’ve got like $10-15, I can personally recommend one of the personal alarms on Amazon. I got a Sabre alarm that also has an LED light on it. They make alarms like this anywhere from 110-140db, obviously the louder it is, the further you can hear it.

I am so very sorry, I would like to suggest a personal alarm learn how to use it always, always carry it with you when you are alone, even when tossing the trash. I only hope someday this guy gets tossed like the trash he is.
One option is something like the product in the youtube video below. There are versions on amazon in the $50 price range. Not the most aesthetically pleasing, but work well. Interior doors are generally flimsy compared to exterior doors so builders can save money. I would highly suggest "hardening" your strike plates which one of the videos below mentions. Low cost way is to get some longer screws which anchors it into the studs and not the pine frame. Another product are these 130db alarms. you just pull the pod and they off. Trust me 130 is MORE than enough for people to hear.

It's disgusting the things that are yelled at us while we run. I've had some disgusting things yelled at me. Don't let that stop you. Then they win. How would you prevent false positives?
If it is an actual whistle, should it be like a dog whistle, or just loud to alert others to your presence.
You should go to place(s) that teach self defense to get their insights. Maybe approach them with a prop so that you can show them visually. Even if it is a rubber bracelet with a black sharpie dot where the whistle would be.
If it was like the emergency keychain, but was a bracelet, I would consider buying it. I would wear it so it would be around my knuckles and the button facing inward so that I could activate the button with one hand.

Play loud music late at night (which this city is pretty much completely accustomed to)...sounds like a great way to drown out any screams for help without alerting anyone. They just wanna stay away from the annoying loud music.
What I do suggest are the security lanyards that have the little high pitched sound device built so when you pull the pin it triggers. SOOOO LOUD, and it absolutely would alert an entire block.

Either way, she accidentally pulls the pin on the alarm and then can't find the pin she dropped, which is the only way to stop the noise, or she accidentally locks/jams the pepper spray in the "spray" mode so it sprays until it's empty, nearly incapacitating both of them and moderately affecting everyone in the extended shared space.
She's unintentionally announcing to her world that he stepped way over the line, when he wasn't that far over the line, and her roommates will all spend half a day cleaning every wall and surface in their apartment, etc. to remove the spray residue, or explaining to several dozen neighbors and the police that the noise was just an accident. He's mortified, and she's traumatized both by someone she trusted not respecting her limits and by the unwanted drama and attention from everyone in her life.
I like the element of her trying to regain control and then making it into a bigger deal than she wanted, by accident, before she was quite ready to take that step. I also like the idea that such an event would certainly end their interaction and make each of them unwilling to be near the other, without either a rape or a fight scene.
