Short answer: No.
Long answer: Yes, with a ton of work, dedication, and actual real-life money spent, and the right 3DS firmware version.
SUPER LONG ANSWER: Yes, with Homebrew (currently not feasibly achievable with the current firmware version), a PowerSaves device, the proper firmware version (reiterating because it is literally impossible to do on some of the more recent ones). Some valuable resources, in a short form, are this 3DS Homebrew guide, this PowerSaves device purchase page, and this encouraging potato. More than likely, if you're running the proper firmware version, you'll only be able to use OoTHax, which uses an exploit with The Legend of Zelda: Ocarina of Time 3D (cartridge only, sorry). So here's a purchase page for that, too. Both a Nintendo Selects version and a non-Nintendo Selects version will work, as long as it's a cartridge.
And that's just the basics to get your Homebrew working properly. You'll need the Save Manager Homebrew App, which can be downloaded from a link in this reddit thread in order to export the save data from the 3DS to your SD card, and then this beautiful site in order to actually edit your save data. Since you're only going for a backup, though, I'd recommend just saving the files put onto your SD card by Save Manager (something like garden.dat, exhibition.dat, etc.) and tucking them away in a folder somewhere on your computer. After you backup your files on your computer, you are free to delete your town as you wish and start anew. When you want to return to the old town, just backup your current town's files to your computer, and put the old town's files onto your SD card.
And, uh, one more thing, which I'm going to bold and italics because it's extremely important, no matter which route you go for save backing-upping: Nintendo was VERY smart about the way Animal Crossing: New Leaf deals with save data, and because of this, every single save has it's own unique key. If, for some reason, the game is expecting a key for one save (your most recent one, let's just say) and it gets a key for a different save (a random example being someone else's saves), the game will delete all the data, and wipe the keys, making it only possible to restart ALL over without any way of recovering or restoring from any prior backups. The site I linked you to has a way to make sure that any save put through it can sync up with the current save key, and the Save Manager Homebrew app does, to my best understanding of many uses of it, automatically sync the keys up. I think. I've never really had any problems, and I'm telling you almost 100% exactly how I do it, so you probably won't have any problems either.
(coughs) Did I go a little bit too far there? Nevertheless, everything you need to do is contained within this post.
Famitsu (the publisher of this guide) made a pretty good one known as the perfect guide. I'm currently using this and absolutely love it. It's well balanced with a lot of info and pictures that are big enough to see the details.
Another good one is from Nintendo dreams that is more structured like a catalogue and also named as such. If you enjoy keeping track of your catalogue progress and/or are a completionist this might be up your alley.
There are a couple of others but I think these two are the most used. And regarding the Japanese, if you know the basics you'll be fine. Even those who don't speak/read the language can use these books because most of it is pretty self explanatory.
Amazon! The people in that thread recommended this one, this one, and finally this one! Even if you can't read Japanese, the pictures give you a lot of really helpful information. The last one I linked even has the image of every single villager's starting home set-up (at the time of its publication, anyway). And if you want to get an idea of exactly how much information they have...well, here's a comparison of the thickness of the Prima guide and the Kanpeki Japanese guide.
There are a lot of them out there, but you might find some pics of their contents on Google images or tumblr if
you take a look. (The links to tumblr images in that thread died.) Good luck and happy hunting!
It wouldn't hurt to call them (saves you the trip and gas if they don't have it). Though, I'd say your best bet right now is through amazon.
You could also try Toys R Us and Wal-Mart as well. My boyfriend got it for me through the Toys R Us he worked at. Good luck! I hope you find one!
Like LadyDrac mentioned, there will be a new 3DS out soon that has animal crossing swappable faceplates. In the meantime, you could try a skin like this:

Or a licensed animal crossing hardcase, like this:

Amazon has some too:

Good luck!!
If you're shopping for both the console and the game (new), definitely get a 3DS and New Leaf. The 3DS has an enormous lineup of amazing games, and is backwards compatible so you can also play Wild World if you wanted.
I'd only recommend a normal DS (Wild World) or Wii (City Folk). If you were more on a budget. But even then, you can also cut costs by getting a used normal-sized 3DS. If you were shopping new, I'd suggest waiting for the new 2DS XL coming out for $150.
In terms of game content, in my opinion new leaf is by far the best of the series. They added so much new content in the jump between CF and NL so there's tons to do, but it doesn't compromise the core of the series. AC games in general age really well, and this one is 4-5 years old and still has an active community.
If you do want to back up versions of your AC cartridge town, this device works pretty well.
I hope you get everything worked out the way you want! :)
Amazon have them but sadly the prices aren't great. I've came across the same problem as you're having too. For now I've ordered a 3-ring binder along with pocket pages and also some sleeves. The sleeves and pocket pages arrived a couple of days ago and the sleeves fit perfectly into the pocket pages. I'm still waiting on the binder but I'm looking forward to it. Least this'll keep my cards safe until I get my hands on albums.
Sorry I can't be of more help!
Get yourself a 2DS system (just came out this year) or a New Nintendo 3ds system and you'll be able to play the most recent up to date version of Animal Crossing: New Leaf. All links in blue are direct links to purchase products from Amazon. The difference between the 2ds and the 3ds is that the 3ds supports an optional 3 dimensional feature that's cool to use through the system but that simply boils down to preference. 2ds is the exact same system but does not have any capability to run anything on the 3 dimensional effect. Gameplay stays the same between the systems - either route you go, you'll be set to play the game - all for under $200.
Yeah the ones they send with the shells are crap. I used this phillips head screwdriver and this set which included the triwing screwdriver I needed as well as a couple other useful tools like tweezers and a pry bar. Originally I tried using the screwdrivers that came with the shell but ended up stripping one of the phillips head screws on my console. Luckily the guy at my local electronics shop got it out for me in under 10 minutes and only charged me $5. He actually told me when he does shell swaps he prefers to use 000 size phillips and triwing screwdrivers instead of 00 sized ones (the size the screws actually are) because they're prone to stripping. At that point though I had already ordered the other ones and thankfully didn't have any issues with them.
Nintendo Animal Crossing: New Leaf Welcome amiibo cards 6-Pack - Nintendo 3DS https://www.amazon.com/dp/B01LDWMHR2/ref=cm_sw_r_cp_api_4d9Jyb73Y4ES5
This is what the pack looks like. The RV cards are new/returning villagers who weren't already in New Leaf. When scanned in, these villagers can bring their RV to the park. You can chat with them, order exclusive items from the update, and invite them to live in your town.
These are the 50 new cards: http://animal-crossing.com/amiibo/collections/new-leaf-amiibo-cards
The Japanese CDs I was able to find were two KK Compilations from the original N64 release (1 , 2) , an OST for City Folk, and the OST for the anime film that was released in 2006.
There was also an official compilation of KK's songs and some background music released by Nintendo in Europe in 2009.
Sure! Mine is the first, and I added in some others that I found too:
Case 1
Case 2
Case 3
It's an import from Japan but fits my 3ds XL just fine!
I should, I really should but for now I just take breaks and only work on small projects. I also use an ergonomic hook handle amazon link and that helps a lot.
I found these they look pretty similar to the ones in this post
So you're looking for an NTSC version of Wild World for the DS? Something like this?
Yes, there is! http://www.amazon.com/Nintendo-3DS-Comfort-Grip-Transparent-Black/dp/B004LQRENK/ref=sr_1_12?s=videogames&ie=UTF8&qid=1373653980&sr=1-12
You should get a punching balloon to replace the box in your bell bag. It would look more like a sack fulll of bells. Here’s what I’m talking about
https://www.amazon.com/dp/B002TSOO3K/ref=cm_sw_r_sms_awdb_t1_1WtUBbE53TBAV
You should print them on shrinky dink Inkjet paper and make them into little charms. http://www.amazon.com/gp/aw/d/B0042SYZDE?pc_redir=1407540506&robot_redir=1
you could buy a male to male aux cable (they're usually $5 or less if you don't already have one) and hook up your ds to your computer. then you could record it yourself with a program like audacity (freeware). I've done that with a few games when I wanted to snag a soundtrack.

Was it on City Folk's reviews?
EDIT: No, its Wild World's 3, 4, 5, and 6th from the end mention language.
