I received plenty of fun from the first 4 without a wheel. Having a wheel may increase your enjoyment, but you should still have plenty of fun without one. You could also use the PS3 HKS Racing Controller. For about $45 it is a nice option if not getting a wheel. You can also get the Logitech PlayStation 3 Driving Force GT for as little as $70 at times with rebates. There are also instructions on line for building your own stand, so even if you aren't the best carpenter, you should be able to build a decent stand.
Edit: Also, if you have a decent arm chair you could use this with a wheel instead of a standard stand. You can get one for about $30-$40.

Definitely build a mounting solution/cockpit if you have the chance, there or some great DIY guides out there. However, live in an apartment with no access to tools/no construction skills. So i just got on of these http://www.amazon.com/Racing-Steering-Wheelstand-Logitech-Deluxe-Original/dp/B004AYMCRG.
It's pretty stable and folds really compact for storage.
Driving Force GT is on sale at Amazon right now for $85, which would make it very good value!
Last week I caved and got a DFGT. For 30€ I build a table for it out of 4 table legs and a 18"x6" shelf.
I used to play GT and GT2 with an Ultra Racer, I've always wondered why there aren't more controllers based on those pistol-grip RC car transmitters like this one.
This thing probably somes closest to what you're looking for.
I use a Table Mate II, I put a latex backed rug remnant underneath it upside down (latex side up) to stop it and the pedals from sliding around, works pretty well. One nice thing is you can use the Table Mate for other purposes when not playing.
Another idea is something like this, which would probably have better stability but be less multi-purpose.
Thank you for telling me about the gated shifters. I didn't really check that in the Driving Force GT. It's only an up and down shifter.
