Your friend is probably thinking of the Nike Dri-Fit socks, which are just standard sweat-wicking socks. They're in no way waterproof.
Actual waterproof socks like Sealskinz or Endura are going to be pricey - these are the cheapest I can find, for about $20/pair.
If you don't want to pay for waterproof socks, merino wool is your best bet as others have said. Alternatively, to keep water out of your shoes, you can use gaiters or overshoes, but those can get warm.
