I have a similar one but a different brand, and it works with my Note 3 and Tab Pro, so it should work with an S6.
Also, I believe without wifi, a Chromecast can still connect to your phone, you would just need to set it up the right way, but that doesn't seem worth it. If you have a Samsung TV, they support mirroring the screen on your Samsung phone, but I really have no idea if that needs wifi or not, never played with it.
