I use Condor 3 backpack

Very comfortable, lots of adjustments to make sure it fits just right.
It has numerous compartments, something that 4X more expensive Kriega's don't.
If I want my stuff to be dry, put it in plastic bags inside the bag, or simply cover the bag with a plastic bag.

Bring it with you. FEMA gives almost everyone (depending on their position) laptops. And they are junky old dinosaurs. The bag they give you has space for almost all of your uniform items, aside from your boots and hardhat, and some personal clothes. A decent sized backpack will more than suit your needs for an additional way to bring items with you. I myself use this as my personal bag. It has more than enough space for my needs.

When building a Bugout Bag, or any survival kit for that matter, remember the rule of 3's; you can survive 3 hrs without shelter, 3 days without water, and 3 weeks without food. So prep along those guidelines, and secure those things in that order. Have 72hrs worth of each.

Personally, I like military (or "tacticool") style bags because they are easily modified, have allot of space, and are usually pretty durable. And they look cool. I use a Condor 3 Day Assault Pack.

Lastly knowledge and training is the most important thing in an emergency since your forebrain won't be functioning that well, so having the necessary skills ingrained into your nervous system will help keep you from panicking, so have a plan, practice said plan, and train regularly.
