Here is an H60, free shipping with a $10 rebate. ~$59 AR. I really want this cpu cooler but i am gonna hold off. They were offering a $15 rebate earlier this week that i missed.
Amazon currently has the H60 for a lower price than the H40.
Since you're saying case+cooling under $175, I'm assuming you mean a self-contained WC setup, not an open loop.
At $175, your best bet is probably the Corsair Carbide 500R and the Corsair H60 or Antec Kuhler H20 620 or the In Win Buc and the Corsair H80. Of the two, the In Win Buc/H80 will give you better all around cooling.

This should work just fine.
Honestly, I think this is better. The 212 will not fit over that RAM, so you might as well go with something like the H60 which will probably cool even better for $55 (couldn't include it in the build because pcpartpicker doesn't have it listed). And btw, this PSU is excellent and you can get it for cheaper on amazon for like $122 since they have a higher rebate.

Definitely go for the i5 4690k that's the best for gaming/overclocking just now I think. Hmm from what i can tell that case doesn't have any top mounted fans so you would use a single fan sized radiator for that. You would mount the radiator on the back of the case as you can see they have done in this picture
I'd recommend getting something like an H60. Much smaller and quieter heatsinks that work better

This one is good if you want to go with air or you could go water cooling like this one if you want to OC a little farther. Either will be much better than stock and should get you over 4ghz.

I got a Corsair H60 a while back. Yet to see my cpu go past 30°C
Why are you comparing the 212+ to a cooler that's 3x more expensive (and still 2x more expensive after rebate)?
For that price, get an H60.
