There was a ton of misinformation that spewed out because of a trailer before Forsaken that said you needed prior expansions. A couple weeks before Forsaken launched, they announced the Legendary collection for $60
In October, they made the Legendary Collection obsolete by bundling it in with Forsaken
In my opinion, the Forsaken legendary collection for $60 USD, which includes all currently released content, is well worth it at this point. That's a hell of a lot of content that will keep you engaged for at least as long as many other AAA titles at the same price.
If that's not persuasive enough, then look deeper into your free content. You're 230 light. You still have a little way to go before you can play the Leviathan raid. You can also work on your gear collection. There are plenty of secrets and exotic gear items hidden in the world and locked behind challenges accessible to you. Go for them! Hell, that stuff kept us busy for the first several months until Osiris.
In the end, if you still want to wait for a sale and get bored with the free content, then put D2 down and play something else for a while.

Dude. It鈥檚 literally their marketing campaign. It鈥檚 the freaking box art.
You definitely need the DLCs -- both vanilla games are pretty short, and having all the DLCs means you can access everything.
For Destiny 1, you'll want this. It also might be worth picking up this collection for Destiny 2 -- even when the base game becomes free to play, I doubt they'll sell the Forsaken expansion for less than $15.
But DON'T play D2 before D1!
The first game went on sale for half off with the TTK edition 2 months after it came out. Get out of here with that shit about how it'll never happen.

That鈥檚 not true. The legendary edition included Forsaken + CoO + Warmind + base game for $60. That was a slight discount on all the DLC plus the base game thrown in for free.

You can find the legendary edition on third party vendors. An example would be Amazon. There is an option to select which platform you are buying for.
