Series 1 was released on Blu-Ray in North America back in 2016, and everything from Series 5-11 has been released on Blu-Ray as it was initially released.

There were sets released for 11 and 12 called “The Complete Actor’s Name Years” which were the best deal for those respective eras, and come in beautiful books that house all of the discs. Matt Smith’s is out of print, so that one isn’t really financially viable anymore, but Peter Capaldi’s is still available for a really good price.

Series 2-4 and the Specials are getting a Blu-Ray release in NA in a few weeks called the Complete David Tennant Collection. This is by far the best deal I’ve ever seen for Doctor Who, as it’s only $35 to pre-order and contains every David Tennant episode, plus his animated episodes and appearances on Sarah Jane Adventures.

Series 11 and Resolution have both been released on Blu-Ray separately, but if you’re looking for the best bang for your buck, I would recommend waiting until Jodie’s era as the Doctor is complete, as they will release a box set of her episodes for a better price, similar to the other Doctors.

As for Series 1 and 5-7, I would recommend waiting for a sale to pick those up. I’m told that Barnes & Noble does a BBC sale sometime around the end of the year, so that would be the best time to pick them up. Keep in mind that the Matt Smith specials The Day of the Doctor and The Time of the Doctor are not included in Series 7’s Blu-Ray, and need to be purchased separately. With that, you should own all of New Who.

Side-note: Doctor Who is technically region locked. The reason I say technically is that apparently episodes still play if you import Blu-Rays from the UK, but there is conflicting info on if the special features play. I’d recommend sticking to North American releases just to avoid any potential problems with playback.

So after like two weeks of tortured deliberation, I finally bit the bullet and pre-ordered the Capaldi Years box set. Apparently I find it agonizingly difficult to buy things that cost upwards of $100, even when it's a thing that I had spent years subconsciously knowing that I was always going to buy. I guess I'm cheap.

But seriously, after how much I have enjoyed the past few years of the show, I figured that at the very least I owed this purchase to Capaldi for his spectacular performance... and to Moffat, who I pre-judged terribly back in 2012-2013.

Anyway, the packaging looks amazing and there are three hours of mystery bonus features included, and it'll be lovely to rewatch the Talalay episodes especially in Blu-ray quality. I'm excited. :)
