Personally, given the cost of R188 bearings and the huge choice which will let you taylor your spinner to your taste I would consider one of these! (Not from Amazon Singapore but the God of bearings!)

Every three months or so should be adequate, depending on whether or not you filter your intake fans, own pets, etc. To get rid of dust, you can use compressed air, a handheld blower, an electric duster, etc. just to name a few tools. As for dust that isn't easily removed through air, you can use a a damp cloth / cotton swab to clean those (for example, dusty fan blades).
Compressed air is great for clearing out dust.
Or isopropyl alcohol + a q tip to get the finer dust, but it'll take some time to clean it this way vs. the air. And if you do it this way, don't dump the card in the alcohol or pour alcohol over it, just soak the q tip (or paper towel) and then wipe off dust.
