Actually, while you're here, is this an acceptable rubber layer? I've been using it to coat all of my other shoes for years, but this is the first time I'm buying such an expensive pair of shoes.
I'm a fan of Shoe Goo. Essentially a strong rubber adhesive. Cuttable with a razor blade if need be, but strong. I've covered entire PCBs in the stuff for waterproofing, and it works great.
I know little about the artisanal side shoe repair, so I can't speak to whether or not it's smart to have a professional look at it. That said, what I've learned as a college-aged hiker with destroyed shoes is that Shoe Goo fixes fucking everything. Waterproof, durable as hell, and easy to apply.
Edit: I should also mention that it's more or less invisible unless you're looking for it. If aesthetics are an issue, there are worse options.

It is incredibly messy to use though so only use a little bit otherwise it will be blatantly obvious that your shoes have been fixed.
Shoe goo my friend.

Shoe Goo.
Shit's amazing.
Hmmm, that might be more difficult to fix than mine were. Mine cracked along the top seams. I've used this (apologies if the link is weird, I'm on mobile and haven't linked like this before): http://www.amazon.com/Shoe-Goo-Protective-Coating-Adhesive/dp/B000BQR55G. You might also consider Sorel boots if you're looking for an affordable snow boot. Mine were under $100 and they've been going strong through 4 seasons.
It's worth it. After 12 years of skating, my experience is, the grippier the better, and Mob is the grippiest. Shoe Goo is your friend.

Also, this stuff is great to fix holes in air mattresses. It’s like a tough rubbery glue when it settles. And hell, made in the USA! Would you look at that. (American here)
Shoe goo is definitely the best.
