I think the Fenix BC30 is one of the best options for a bike light. It has a neutral white tint, a biking-specific beam shape designed to illuminate roads/trails rather than just a cone of light, uses standard 18650 batteries and isn't lying about its output.
The Bright Eyes you linked looks like it's a rebrand of a generic Chinese light. Those lights tend to come with iffy batteries and chargers, and have the disadvantage that you can't bring a standard battery type as spares.
