Seems like a fun project! If it were me, I would use Mego figures, and use white shirt, white pants, and yellow boots from http://www.classictvtoys.com. You might be able to modify a motorcycle helmet from that site too for the hard hat, or I saw on another site there's a construction worker pez dispenser with a hardhat that might work.
