You can basically purchase a boot for the vehicle and boot it yourself every time. As the article also mentioned, you can just take the fuel pump relay with you every time you leave the van.
I don't think you need to find a special spot to prevent theft you just need to up your prevention game.
There are small GPS trackers which require a SIM card for uploading data. They cost around 50 bucks.
Supplying them with power is a bit problematic though. The small ones require charging every 2 weeks and those which last 180 days are rather bulky.

It's also pretty small. Unfortunately, half the reviews are fairly negative. Getting it to work is apparently quite tricky.
