I own the ‘97 series on Bluray from the UK. You just have to buy an European player also, which costs like £50 on Amazon UK. Comes with the original English dub and subs.

I spent a lot of time trying to find legit region free player for cheap when I realized all I needed was a region B player from the UK. Found this

on Amazon uk (you can sign in with american amazon account) for a total of $60 shipped. Works straight of the box just need an american 12v power cord or uk to us plug adapter (no step down/up needed, auto converts pal, etc). It was the best idea, and opens up arrows whole library, which is way cheaper than it is here, and other great stuff that is uk only or just cheaper.
(note: player shows as 50 pounds on site, but drops to 42 pounds once you get to the final place your order screen, probably because we dont pay tax)

You could do what I did and look into buying a UK Blu-ray player and the UK Blu-rays
Even with shipping, that should be like half the price of the limited US release. Having a UK player will also give you cheaper options for things like F/SN:UBW, Baccano, Madoka, Gurren Lagann, Monogatari, etc.
