Factory sealed DVD
There were 3 TV series for Lupin (4 if you count the new one "Mine Fujiko to Iu Onna"), so it depends upon which one you're looking for.
The first series is on Amazon for about $40.
The second series you can get at TheRightStuf.com but unfortunately it doesn't look like they have a cheap box set yet.
Doesn't look like the third series is licensed in the US yet, so I don't think a dub exists.
Unfortunately all I've ever really gotten into is what I've mentioned - Part II and Part IV. There's this:

But I'm not certain about the third series. It was pretty different.
Discotek has been releasing a lot of Lupin movies recently, with varying dubs, if you're interested. Pioneer (same company that dubbed Part II) released The Mystery of Mamo with the same dub cast, which I still need to watch.
