What you want, I think, is an imperfect Faraday cage(a perfect one would kill all wireless signal). What works best for a Faraday cage is copper mesh. I've been thinking about building a Faraday cage with copper mesh stapled to a wood frame with a door that can be opened little by little to find a sweet spot of poor signal to maximize drift while still holding a connection.
Edit: I just learned from the Wiki page about Faraday cages that they make Faraday bags for electronics, if you search for Faraday on Amazon you can see such products. Perhaps a phone in one of these with it propped open just enough can yield a desired effect.
