Assuming there's a router behind your wall jack (and you really could do with knowing that) you need a minimum of an access point; if you need to connect wired devices, you need a switch as well. How about the Mikrotik hAP Lite at $28? No 5GHz wifi and only 10/100 on the ports, but can't beat that price point.
(let's get technical) the router will use one link and basically when you create the second broadcast SSID (WIFI CONNECTION) you basically can cap the connection so I have 20 up 20 down speed I split that connection any way I want (for example) I want 15 mbps down and 15mbps up then the second (SSID wifi connection) can have the left over of 5mbps down and up and it will never go over its capped limit. and my mistake it's called mikrotik hap lite.
The router can create a virtual SSID(WiFi connection) it's good man it's saved me, My mom and sister are always on Netflix but now I have my own wifi which has the most bandwidth allocated to my wifi they have there wifi and its all done on one router with one connection.

Another approach to this: offload the wireless connection from the printer to a wifi client bridge. Then wire the printer into the bridge. Problem solved. Example devices: if you're a novice, a Netgear WAC104 ($35). If you're a pro, a Mikrotik hAP Lite ($24).
Now you've got a solution which lets you run any printer you want, as long as it's ethernet capable and the wired NIC isn't total garbage; most network-enabled printers should at least be able to manage that much.
Assuming the low end of your price range isn't a hard limit Mikrotik RB941-2nD-TC. 22.99 on Amazon. Its a full featured router with an enterprise level feature set. Its powered by USB(2a). The OS is a bit tricky, especially if routers aren't your day job, but lots of resources available for configuration. I use mine when traveling so I can chromecast on hotel TV's
