I never heard of it being illegal to have a lock on the outside of a child's room. But, if you're concerned, maybe try one of these.
I've felt bad about putting a door knob child lock on the inside of my kids bedroom door but how the heck else do you keep a 3 year old in their room all night while you are sleeping!?!
You have my sympathy my dog did the same thing last week, but instead it was the bathroom and he broke the knob and it required and hammer and saw to get the door open.
Currently I have no door knob on that door, my current plan is to get a knob that is easy to pick incase he does do it with the new knob. A lever knob would work as well since the dog will most likely unlock as easily as they lock it, haha.
They also sell baby proof knob covers that are a cheap easy solution.
When my oldest started falling out of his crib, we converted to the toddler bed. It did take a little work to lay him back into bed, close the door, hear him get up again, put him back, close the door, but it worked. So he wouldn't be tempted to play with his toys, we had to remove all toys. Just his bed, little sofa, dresser/changing table and kept wall decorations very high on the walls. He had sliding doors on his closet, so we got a baby lock to keep him from opening and slamming the doors shut. There was one incident when I heard him crying/screaming, and discovered him wedged underneath his dresser, with his head stuck. We had to lift it to get him out, he was not hurt at all, but he learned his lesson and never tried again. When he figured out the doorknob, we put a child doorknob cover on it. We had to be sure to open his door early in the morning so he could get to the potty when he woke up.
With my youngest, he fell out of his crib a couple months ago, onto the hardwood floor. He was less than a year and a half old, so I really didn't want to go to the toddler bed already. Upon investigating the crib, I discovered a way to remove the drawer in the bottom from the track, then lay the mattress on the drawer with the crib surrounding. (Very similar crib) He had no way of pinching fingers and it gained a few more inches above his head so he couldn't climb up. Also added a rug for a little padding if it happens again before we decide to convert his bed.

I'm currently waiting on my simple kit, but one thing that I have waiting to try to print is a bracket or coupling for a wire shelf. (you can see them on the left in the pic.
Edit: I also have small kids, so I need a pretty much endless supply of door knob covers, outlet covers, cupboard latches and so on, as these things break, get lost, and need to be replaced constantly.
