Personally as a oily & dehydrated skin, you can a similar skincare routine I use.
Am:
Cerave foming facial cleanser
Witch hazel (I suggest alcohol free, typically alcohol is overdrying & causes more oil to be produced.)
Aloe Vera- it's use it to help hydrate the skin without being acne causing (Don't buy with menthol, it's to overdrying long term & can cause sensitization.)
Cerave lotion
Spf of 50 (It'll help hyperpigmention (dark marks left from acne) from staying & helping to fade them away. You'll will have to reapply from working out & every two hours to keep off the hyperpigmention.
Pm:
Oil cleanse
Cerave foming facial cleanser
Witch hazel (you may find that using twice a day may be too much, you may want to experiment.)
Aloe Vera
Cerave lotion

I know you said you tend to stay away from gel, but I actually use this pure aloe vera with or without my hair dryer to style my hair. I have a pixie cut that I am growing out, so I too want it out of my face! I'm not sure how this will play with your seb derm, but it certainly has no alcohol in it! My hair really likes it too.

I can’t find a good spf lotion, I was using Clinique Pep-Start Daily UV Protector Broad Spectrum SPF 50 for awhile in 2017, but was recommended Nivea Creme later in the year. The lotion change hasn’t really affected my concerns (papules, blackheads, and large pores).

If you burn fast, apply the sunblock (that isn't expired) every 30 mins or so.
Even if it says it will last x amount of hours, apply extra anyway.
After you get out of the water, dry up and re-apply sunscreen.
Also if your body is under the water but you didn't tanning lotion on, don't think you're safe. The UV rays penetrate through the water so you'll still get burned
After tanning, buy 99.7% pure aloe vera gel.
Not the crap from walmart or cvs like banana boat or other genetic brands.
Get the real stuff from amazon.
I get this one for only 12 dollars and it instantly gets rid of minor sun burns.
I highly recommend it, or a similar product like it. it lasts a long time!
Put it in the fridge so it feels extra cool when applied.
I bought a bottle from amazon and have been using it to heal flareups. I only use it at night before I sleep. I use it alongside with Aveeno, like a massive glob, rub that in, and then slather my hands (that's where my eczema is) with the aloe. It's really liquidy, but dries quickly. Then, I immediately put on cotton gloves to trap the moisture in. If my eczema is really bad, aka can't touch water without internally crying inside, then I wear the gloves + aloe + lotion combo during the day as well.
