This console is region locked to only Japan and only plays Japanese games.
I think that the Amazon rep was confused and just looked up "new 3ds xl" clicked the first one she saw which is this one http://www.amazon.com/Nintendo-3DS-Metallic-Black-Japanese-Version/dp/B00NAW5DT8/ref=sr_1_1?ie=UTF8&qid=1421720736&sr=8-1&keywords=new+3ds+xl it says right there that it will be in stock on January 22nd and thats probably where she got that date from.
The US release is sometime in 2015. They're already out in Japan and Aus/NZ and you can buy a JP region locked one on amazon. The only reason I mentioned it is because you won't be able to play New 3DS exclusive games on an old 3DS/2DS. It's your call whether that's worth it or not though.
A whole $20 extra for XL and the coveted unobtainable in the US regular new 3ds.

You could use a service called Tenso. It gives you a Japanese address (Their warehouse), so you could order from Japanese websites (Like Amazon Japan), then when they receive it, they'll ship it to you. Haven't used it myself, to be honest, though I've heard good things about it.
There's also AmiAmi and Yesasia which you could use without Tenso. Though, again, I heven't used them myself. Only one I have used is Play Asia, which only has the LL bundled with Smash Bros.
