You'd have to describe your shooting setup: Bench, prone or standing.

If bench, are you just shooting using your elbow as the support, are you using range-supplied wood blocks, sandbags etc? Is the rifle completely supported front and back on bags etc?

An 8" circle at 200 is about 4 MoA which isn't unreasonable if you're shooting with your elbow as support, stock milspec trigger and no rear bag using inexpensive ammo.

If you want to see how good the gun is, try this:

  1. Get decent ammo. Magtech 77gr is about 50cpr and decent ammo. PPU 69gr or 75gr is similar and about 44-50cpr

  2. Support the rifle on bags front and back. Sandbags are the best and most stable. I like Protekor Model. A few more $ but they'll last forever.

  3. Aim small/miss small. Don't aim at a 3" circle, pick the smallest point you can make out on the target and purposely offset your point of impact. E.g. Adjust POI up about 1-2" so the dot etc stays unharmed as you shoot.

Your 9x mag may be a little low for 200yds aiming for a small point. Try 100yds instead picking a small aim point.

For me, 15x is barely enough to see grid lines crossing at 100yds (about a 2mm PoA) which is what I'm aiming at for under 1 MoA.
