I used that to copy my original Star Wars trilogy on VHS over to DVD. The quality is only going to be as good as the VHS player you use (had to do it twice, the first VCR without manual tracking sucked at it).
Now I don't risk my tapes getting eaten every time I want to see Han shoot first and no added CGI junk.

I personally ended up with a Roxio VHS to DVD for recording (~$45) and it's been fine for SNES and NES recording (I've had issues with audio on my Genesis but I've yet to figure out if that's the Genesis or the Roxio).

and actual VCR might be tricky though..
You will need some sort of converter that can accept the RCA input and put it into a method the PC can accept. It also requires software.

You will also need a VHS player. I have one, but you may need to hunt around at goodwill or garage sales and see if you can find one. Also pick up a cleaning kit for it. Use it a few times before you try and watch/rip anything.
