Remotely Monitoring DC Voltage
The cheapest way that I've found to monitor DC voltage from an ethernet-accessible interface, is with a routerboard. This RouterBoard is compatible with 10V-30V DC, uses just a few watts (less than 5 usually), and gives a current voltage read-out that you can read with a web scraper or SNMP. It's also dirt cheap.

Remotely Monitoring AC Up/Down Status
The easiest way to monitor AC status is to use any kind of device with an ethernet port that runs on non-backed-up AC power. You plug the unit into raw AC, and the ethernet port into a switch or router that can send an SNMP trap to your monitoring utility. When the port sends an ethernet down trap, your AC is off. This device would work fine, and it's also dirt cheap.

Solar + AC Charging
Don't go crazy trying to find a solar charge controller that has dual input. Instead, run an AC charger in parallel into your battery bus, and set the AC charger to a .1VDC set point lower than your solar charge controller. This will prioritize solar charging, but also ensure that AC floats the batteries at a reasonable charge current when solar is off. And - you guessed it - it's also dirt cheap.

You take an ethernet cable from the device to the sling link that plugs into the wall. You put another sling link in the outlet nearest the modem/router and connect another Ethernet cable to it. It sends the internet through the electrical lines and works just like you had an Ethernet cable running right from the router. If a house is too big there can be issues, but you can add more to other outlets along the way that will act as a relay to strengthen the signal.
It is a great method if your wireless router doesn't reach an area and you don't want to run an Ethernet cable across your house.
These things are pretty expensive at 40 a pop and we used to give two to each customer for free if we couldn't any other method working.
