A cheap, mobile setup, you say? I did a "reloading 9mm on the cheap" youtube series a while back that would probably fit your requirements well.

In that series I use the Lee hand press and the little Lee reloader press. Doing 100-200 a week on the hand press might get old, but I guess that depends on how important portability is to you. Neither of these presses is very good for rifle, except for small stuff like 223 or 300blk. If you're mainly worried about pistol stuff, they'd work great, though. And they're cheap and portable.

For cleaning, that harbor freight tumbler will do just fine. You will need to buy some steel pins. I haven't personally used the harbor freight unit, so I'm not sure how many lbs of pins is optimal for that setup. Beyond the pins, you just use regular dish soap and some lemi-shine (used in dishwashers. pick it up at any walmart).
