>How come there isn't like, a analog gauge that I can attach to my bike handlebars like how cars have?

There are. They're crap.

Here's a brochure from Mesa PD. It has similar pictures. The website is irrelevant. The prosecutor is going to use the definitions you quoted above. A motorized wheelchair is used by one person for mobility. You are not going to be able to seriously argue that you're using a GoPed with a seat because you're physically disabled.

I didn't see anything prohibiting motorized bicycles in Tucson. If you're worried about speeding, why don't you get a speedometer for your bike and keep it at 15 mph or under? That's a better solution than trying to find some "creative" workaround for legally using a GoPed. If you show up in front of a judge with an argument like that, I seriously doubt you'd win.

Well, you could try one of those ones that doesn't need any batteries. I found one on Amazon.

However, on my own bike I have a Bell like this. Haven't had any problems, and it has the same feature set as some of the more expensive ones.

I also have a wired Bell F20 on another bike. Yeah, wires are old-school, but it's one less battery.

I've never seen one that was included, but they are fairly cheap and easy to install. Here is one that seems to be about the average price of one.
